Ed Royce, Sr., of Stanton, was first elected to the Municipal
Water District of Orange County (MWDOC) Board of
Directors in 1998. He represents the cities of Cypress, Fountain Valley,
Los Alamitos, Stanton, Westminster,
the western portion of Garden Grove, and nearby portions of unincorporated Orange County.
Director Royce currently serves as Mayor Pro Tem for the City of Stanton. He has served as Vice Chair
of the Water Advisory Committee of Orange County,
Director of the Association of California Water
Agencies' and Director on the Metropolitan
Water District of Southern California board. Director
Royce has also served as a Director of Veteran's
Charities of Orange County.
A native Californian, Director Royce lived in Los
Angeles, San Bernardino and Colton. He graduated
Magna Cum Laude from the University of Southern
California with a bachelor's degree in Industrial
Management. Director Royce's World War II army service
included two years in the European Theater of Operation,
where he participated in the Normandy, Central France,
Rhineland and Central Europe campaigns. He, his
wife and their young family moved to Anaheim in
1954. His business career included more than 36
years of management in the manufacturing industry,
as well as a brief partnership in a retail business.
Director Royce and his wife, Patricia, live in Stanton.
He is the father of four children, two of whom were
killed in a tragic 1983 auto accident. He is also
the stepfather of two adult stepsons and the grandfather
of three.
Susan Hinman Division 7
2000 - Present
Susan Hinman was elected
to the Municipal Water District of Orange County's
(MWDOC) Board of Directors in November 2000. She
represents Aliso Viejo, Dana Point, Laguna Beach,
Laguna Hills, Laguna Niguel, Mission Viejo, San
Clemente and San Juan Capistrano.
During her time on the MWDOC Board, Director Hinman has served as both president (2006-08) and vice president (2005-06). Outside of MWDOC, Director Hinman is involved in several other water-related organizations. Currently, she is in her second term on the Association
of California Water Agencies (ACWA) Region 10 board, and has served as a special district representative to the Orange County Operation Area Executive Board since 2003. She is also an active member of the Orange County Water Association.
Director Hinman is a former board member of South Coast Water District,
where she served as both president and vice
president during her 10 years on the board. She
is also a former president of the Dana Point Specific
Plan Board of Review and board member of the Dana
Point Civic Association.
Director Hinman retired from the County of Orange
in 1999, where she worked as an aide to County Fifth
District Supervisor Tom Riley for more than 12 years
and as a staff analyst for the County Social Services
Agency. She is also a former junior high and high
school teacher, having taught in schools in Anaheim,
Garden Grove and San Juan Capistrano.
A long-time resident of Dana Point, Director Hinman
has been recognized for her community involvement
and named Citizen of the Year. She has a long and continuing history of community service in areas such as education, environmental and community land use planning, and health and human services.
Director Hinman holds a Master of Public Administration degree from California State University, Long Beach. She is a long time resident of south
Orange County, where she lives with her husband,
Paul, and is the mother of two children.

Bakall Division 6
2000 - Present
Director Bakall was elected to the Municipal Water District of Orange County (MWDOC) Board of Directors in November 2000. He represents Division 6, which includes portions of Tustin, Irvine, Mission Viejo, Rancho Santa Margarita, and San Clemente. He currently serves as Chairman of the Planning and Operations Committee of MWDOC.
A registered civil engineer, Director Bakall has worked in the Southern California water industry for over 35 years. He began his career as a Civil Engineer with the Long Beach Water Department before becoming a Senior Engineer for a large Orange County consulting firm. Later he served as Manager of Engineering for the Irvine Ranch Water District, and Chief Engineer and Assistant General Manager of the San Diego County Water Authority.
Since July 2002, Director Bakall has represented MWDOC at Metropolitan Water District of Southern California, the major water importer of Southern California, and supplier of imported water to MWDOC. As a member of the Board of Directors, he has served as Chairman of the Bay-Delta Committee; vice-chair of Water Policy Committee and vice-chair of Asset and Capital Investment Committee. He currently serves as a member of Water Policy and Stewardship Committee; Business and Investments Committee; Engineering and Capital Projects Committee; Bay-Delta Committee; and Integrated Resource Planning Steering Committee.
Director Bakall currently practices as a consulting civil engineer and is active in community and professional organizations. A 40-year resident of Orange County, Director Bakall lives in Irvine with his wife, Cheryl.
Brett R. Barbre
Division 1
2000 - Present
Brett R. Barbre was elected to the Municipal Water District of Orange County (MWDOC) board in November 2000 with nearly 70% of the votes cast. He was subsequently re-elected in November 2002 by a similar margin and was unanimously re-elected in 2006 when nobody chose to run against him. He represents Division I, which includes the cities of Brea, Buena Park, La Habra, La Palma, Placentia and Yorba Linda.
Barbre was an elected member of the Board of Directors of the Yorba Linda Water District from 1998 to 2000, and is active in the Association of California Water Agencies (ACWA) and the Colorado River Water Users Association. In recognition of his expertise in public policy, he was named to the Federal Affairs Committee for ACWA.
Barbre is the Principal of Barbre & Associates, a public affairs company specializing in lobbying, campaigns, media and public relations. He is also a regular political commentator for Daybreak OC (KDOC-56).
For over seven years, Barbre served in the office of the Orange County Treasurer-Tax Collector, including time as the Chief Assistant Treasurer-Tax Collector and as Deputy Treasurer-Tax Collector and Public Information Officer. He has been extensively quoted in most major newspapers in California, and prominent business publications such as Bloomberg and the Dow Jones News. He has also appeared on countless local and national public policy programs for the past 20 years. Barbre also spent seven years on the staff of Congressman Bill Dannemeyer, who was the ranking member of the sub-committee on Health & the Environment, where Barbre developed his expertise on water-related issues. During his tenure with the House, he was a member of the Interagency Committee for the McColl Hazardous Waste Site, which planned the clean up of one of the largest Superfund sites on the National Priority List (NPL).
Barbre is a Board member of the Orange County chapter of the Citizens Against Lawsuit Abuse, a Paul Harris Fellow of Rotary International, a former board member of the Yorba Linda Chamber of Commerce, and was a charter docent at the Richard M. Nixon Library & Birthplace.
A graduate of George Fox University, Barbre is a second-generation Californian, and a native of north Orange County. He has been a resident of Yorba Linda since 1969 where he currently resides with his wife, Jean, and two daughters, Kim and Kathryn.
Wayne
A. Clark, President Division 5
1979 - Present
Wayne A. Clark, a retired business owner, founded and served as Executive Director of the Urban Water Institute, a nonprofit corporation devoted to providing information on the economics and management of water resources. Now retired from the Institute, he serves on its board of directors.
Elected to the Municipal Water District of Orange County (MWDOC) Board of Directors in 1979, Director Clark represents Newport Beach, Irvine, Lake Forest and Laguna Woods. He is President of the Board this year and has served as president several times during his tenure. He also presently represents the Association of California Water Agencies (ACWA) as elected alternate to the board of the National Water Resources Association.
Director Clark helped form the Irvine Unified School District and served as charter chairman of the Irvine City Planning Commission. He served as a director of the Irvine Ranch Water District from 1977 to 1981 and was the first elected director to serve as president.
An early member of the Orange County Press Club, Director Clark was a writer and columnist for several newspapers, including the Los Angeles Times, before becoming the first public information officer for the University of California, Irvine. He later became executive assistant to a member of the Orange County Board of Supervisors and was president and owner of a public relations consulting firm. Among several other campaigns, he managed a successful state-wide bond issue campaign that financed the start-up of UC-Irvine and several other campuses of higher education.
After serving in the US Army post WWII, Director Clark earned a bachelor's degree in economics from the University of California, Berkeley, and attended Hastings College of Law in San Francisco. A native of California, he is a long-time resident of Orange County, now residing with his wife, Margaret, in Irvine.

D. Dick Division 2
2000 - Present
Larry D. Dick was elected to the Municipal Water District
of Orange County (MWDOC) Board of Directors in November
2000. He represents Division 2, which includes Garden
Grove, Orange and Villa Park.
Director Dick has been active in the Orange County water
community since 1995, when he was first selected as
a board member of the Serrano Water District and SWD
Recreation, Inc., which governs recreation activities
at Irvine Lake and provides water for Villa Park and
a portion of East Orange. He is an active member of
the Association of California Water Agencies and the
Water Advisory Committee of Orange County. Director
Dick has also worked to protect Orange County's special
districts, serving on the Executive Committee of the Independent
Special Districts of Orange County.
Director Dick was recently named to the nine-member Board of Directors of The Center for Water Education, an 18-acre facility in Hemet, CA, dedicated to promoting an awareness and appreciation of water-related issues. The Center, which is currently under construction, is funded in part by $16 million in grants from the Metropolitan Water District of Southern California.

Dick's business has been named Small Business of the Year
by the Chamber of Commerce. An active member
of his community, he serves or has served on the executive
boards of both the Garden Grove and Orange Chambers
of Commerce. He is also a member of American Legion
Post #0132, Orange Rotary Club, and serves on the Leadership
Council that supports St. Joseph Hospital. In addition,
Director Dick is a board member of the Santiago Canyon College Foundation,
as well as a member of the Board of Directors of Orange
County Taxpayers Association.
The Orange Republican Women's Federation recently nominated
Director Dick "Humanitarian of the Year." He was named
Small Business Owner of the Year for 2004.
A long-time Orange County resident and father of two,
Director Dick currently resides in the city of Orange
with his wife, Sally.
Joan
C. Finnegan, Vice-President Division 4
2000 - Present
Director Finnegan was
a member of the Coastal Municipal Water District Board
of Directors from 1985 until its consolidation with
MWDOC, serving twice as Vice President and President
during her tenure there. In November 2000, she was
elected to represent Division 4 on the newly consolidated
MWDOC board, where she represents portions of Huntington
Beach, Costa Mesa, Irvine and Newport Beach.
She is past President and current Vice President of
the Water Advisory Committee of Orange County (WACO)
and has been active on the Orange County Water Task
Force Committee and the Association of California
Water Agencies Region 10 Board. She has held officer
positions for the Independent Special Districts of
Orange County (ISDOC) and the Orange County Water
Association.
Director Finnegan was named Assemblyman Ken Maddox's
Woman of the Year of the 68th District
in 2003 and Costa Mesa Woman of the Year in 1980.
She served on the Orange County Grand Jury 1980-81.
She was also employed by the Mesa Consolidated Water
District for more than 21 years as the district's
officer manager and auditor.
A 54-year resident of Orange County, Finnegan resides
in Costa Mesa with her husband, Robert. They are the
parents of two children and the grandparents of four.
Her interest in water also extends to an interest
in Japanese Koi fish - she is past president of the
Southern California Koi Club, past president and founder
of the Orange County chapter of the Zen Nippon Arinkai
organization from Japan. She was also President three
times of the Associated Koi Clubs of America (AKCA).
